In large skillet, melt butter. Saute ham and garlic for 2 minutes. Add cauliflower and cook until just tender crisp (about 10 minutes). In separate bowl, combine flour and cream. Stir into cauliflower mixture. Add salt, pepper, and cayenne. Cook and stir until thickened and bubbly. Transfer to a 2 quart baking dish. Sprinkle with cheese and place under a preheated broiler until lightly browned, about 3 to 5 minutes. Sprinkle with parsley and serve immediately.
