In large sauce pan, bring broth to boil. Add potatoes, carrots, celery, onion, salt and pepper. Reduce heat; cover and simmer for about 15 minutes. Meanwhile, melt butter in separate sauce pan and stir in flour. Gradually add milk, stirring continuously. Cook over low heat until slightly thickened. Stir in cheese until just melted; add milk mixture to broth mixture. Add smoked turkey. Heat through and serve immediately.
